General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced degree in a relevant field


Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • University degree in law, criminal justice, social sciences, political sciences, public policy, corporate ethics, or related fields
  • A minimum of six years of professional and progressive work experience in public and/or private institutions on systems design in ethical standards, ethics and compliance programmes, code of conduct, accountability and compliance frameworks
  • Sound organizational skills
  • Sound knowledge of the OSCE norms and principles
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments
  • Flexibility and ability to work within limited time frames
  • Cultural sensitivity and political judgement
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious background
  • Professional fluency in the English language, with the ability to communicate clearly and concisely
  • Ability to operate computer Windows applications, including word processing and e-mail


  • Relevant certification and knowledge of current best practices relating to ethics and conduct/practice
  • Experience in working in Eastern Europe and/or knowledge of the region
  • Knowledge of the regional historical, cultural and political situation
  • Previous international work experience and/or experience in field mission(s)
  • Working knowledge of Ukrainian and/or Russian language(s)
Tasks and Responsibilities

Initial duration of appointment/assignment for this post is until 31 March 2017, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Potential applicants should be aware that this is a non-family posting.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Under the direct supervision of the OSCE Special Monitoring Mission to Ukraine's (SMM) Chief Monitor, and in co-ordination with the OSCE Ethics Co-ordinator based in the OSCE Secretariat in Vienna, the Ethics Adviser assists the SMM management in addressing ethical dilemmas and the application of OSCE Ethical Framework. Specifically, the Ethics Adviser:

  1. Provides advice and recommendations to the Chief Monitor, SMM management and Mission members on issues involving ethical dilemmas and the interpretation/application of the OSCE Ethical Framework, which is primarily based on the OSCE Code of Conduct (Appendix I to the Staff Regulations and Staff Rules);
  2. Seeks advice from the OSCE Ethics Co-ordinator on the overall OSCE Ethical Framework and its specific applicability to the SMM context. For this purpose, a dedicated email address has been established for SMM Mission members to contact the SMM Ethics Adviser and seek advice and assistance on ethical issues;
  3. Contributes to developing, revising and proposing amendments to relevant SMM policies and guidelines in line with the OSCE Ethical Framework;
  4. Contributes to the development of the OSCE Ethical Framework through regular meetings and co-ordination with the office of the OSCE Ethics Co-ordinator in Vienna;
  5. Develops ethics training programme/trainings tailored to the SMM environment and in line with the OSCE Ethical Framework;
  6. Engages in the prevention of violations of the OSCE Ethical Framework through outreach and advocacy. In this regard, the Ethics Adviser will issue regular communications to SMM mission members and management including guidance on addressing ethics-related matters;
  7. Travels to SMM field offices, including those in Eastern oblasts, to conduct briefings and training sessions; as well as to promote and address issues related to the Code of Conduct and the OSCE Ethical Framework;
  8. Performs other related tasks as assigned.
