General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in journalism, international relations or related field, communications, public relations, media studies or professional certification in journalism, public relations or media technology
  • Experience in working in or with the media or in public relations, particularly in gathering, organizing, editing and disseminating information
  • Excellent oral and written English communication skills, including the ability to prepare news- related documents and public presentations in simple, clear language for a broad non-diplomatic audience
  • Good analytical and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • University degree in political science, journalism, languages or other related field
  • At least six years of progressively responsible professional experience in publishing and/or journalism
  • Cultural sensitivity and political judgment
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
  • Good organizational skills, with the ability to take corrective action if required
  • Professional knowledge of English, both oral and written, and the ability to communicate clearly and concisely
  • Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Sound knowledge of the OSCE security, political, conflict and peace-process as well as human dimension related terminology
  • Ability to operate Windows applications including word processing and email

Desirable:

  • Experience of working in Eastern Europe and/or knowledge of the region
  • Experience with the OSCE, UN common system and/or other international organizations
  • Working knowledge of the Ukrainian and/or Russian language
 
 
 
 
Tasks and Responsibilities

Initial duration of appointment/assignment for this post is until 31 March 2016, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Under the direct supervision of the Head of Reporting and Analysis Unit, the Editor will be responsible for the overall coherence of the OSCE Special Monitoring Mission to Ukraine's (SMMU) publications and ensures consistency with the SMMU mandate, style standards, terminology and political balance. The Editor will have the following specific responsibilities:

  1. Proof-reads and edits all English language publications, ensuring consistency with OSCE policy and style;
  2. Verifies the consistency and style of the text and suggests amendments;
  3. Assists the current effort to harmonize SMMU public reporting as well as in editing public information material including rewriting, abridging, simplifying or restructuring texts for greater clarity and readability;
  4. Maximizes transparency by ensuring clarity and accuracy of information with the aim of positively influencing the public perception of the SMMU;
  5. Liaises with the OSCE Secretariat's Communication and Media Relations Section, if necessary;
  6. Performs other duties as assigned.
