General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in economics, regional planning and development, environmental studies or related fields, or equivalent professional experience in such areas
  • Work experience in the fields of economics, business development, regional planning and development or environmental development and protection
  • Experience working with developing or transitional economies
  • Communication, interpersonal and analytical skills
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced degree in a relevant field


Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Advanced degree in law, public administration, public policy, international development studies, or related fields, or equivalent professional experience in such areas
  • A minimum of 6 years of relevant work experience in the fields of law, economics, public policy, or public administration
  • Experience working with developing or transitional economies
  • Project management experience, including development, implementation and monitoring, preferably of economic and environmental governance project activities
  • Experience in the field of governance (e.g. anti-corruption, anti-money laundering and terrorist financing, and regulatory analysis) and public procurement issues
  • Sound ability to establish contacts and develop confident relations with civil society, as well as the ability to work with government officials and institutions
  • Strong analytical, organizational, communication and interpersonal skills; ability to compile and analyze relevant information
  • Ability to communicate clearly and concisely
  • Cultural sensitivity and judgment
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Professional fluency in English and Russian, both oral and written
  • Knowledge of OSCE principles and commitments
  • Ability to operate windows applications including word processing and e-mail


  • Previous international experience, preferably within operational missions and in the Commonwealth of Independent States (CIS), especially in Central Asia
  • Work experience with law-enforcement agencies in the field of anti-money laundering and terrorist financing and anti-corruption
Tasks and Responsibilities

Under the general guidance of the Deputy Head of the OSCE Centre in Bishkek and the direct supervision of the Senior Economic and Environmental Officer, the Economic Governance Officer:

  1. Assesses and reports on economic governance issues, in particular those related to northern Kyrgyzstan, including through the drafting of relevant analytical background reports, weekly situational updates, food-for-thought papers and input to the Centre's regular and thematic reporting;
  2. Contributes to developing the strategy and necessary resources for the economic governance programme through the Programme Budgeting process;
  3. Contributes to the development, co-ordination and implementation of economic governance projects, in particular those related to northern Kyrgyzstan;
  4. Supports the Senior Economic and Environmental Officer in ensuring the full implementation of the economic governance programme in compliance with the OSCE's Common Regulatory Management System (CRMS);
  5. Ensures all projects in the economic governance programme are adequately monitored, controlled and reported on, particularly those implemented in the north of Kyrgyzstan;
  6. Assists in arranging OSCE events, inter alia, visits to the area by OSCE delegations, as well as other events with OSCE participation;
  7. Acts as an Alternate Programme Manager when required;
  8. Identifies local and international stakeholders relevant for the fulfilment of the programme and maintains regular communication with them;
  9. As requested by the Senior Economic and Environmental Officer, represents the OSCE and the Centre in Bishkek on advocating for the fulfilment of economic and environmental commitments to external audiences;
  10. Supervises the work of one National  Senior Programme Assistant;
  11. Performs other duties as required.
