General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in relevant field. Advanced degree in a management discipline an asset

Experience:

Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Extensive working experience in senior level leadership positions in any of the following environments: diplomatic, civil service, non-governmental organizations, international organizations or operational Missions
  • Sound knowledge and understanding of the political context in the Mission area
  • Management and leadership qualities including ability to establish and maintain effective working relationships with people of different national and cultural backgrounds
  • Excellent organizational skills, with ability to work under pressure, manage multiple tasks and process large amount of information
  • Strong analytical and problem solving skills
  • Professional fluency in the English language
  • Ability to operate windows applications, including word processing and e-mail

Desirable

  • Experience in the development and management of projects
  • Sound understanding of the main functional areas of the Mission's mandate
 
 
 
 
Tasks and Responsibilities

Under the general supervision of the Head of Mission (HoM) and Deputy Head of Mission (DHoM) and with programmatic and technical guidance from Headquarters Departments, the Director of the Regional Centre will serve as the representative of the HoM within the incumbent's assigned area of responsibility. Specifically, the Director of the Regional Centre:

  1. Is responsible for the day-to-day administrative and operational management of the Mission activities at the Regional Centre;
  2. Acts as the HoM's personal representative in his area of responsibility;
  3. Advises and reports to the Mission Management in Headquarters on all activities undertaken within the Regional Centre's area of responsibility and on the political, policy, legal and civil-military implications which might influence the Mission policy implementation;
  4. Implements and reports on the programmatic department's guidelines;
  5. Directs the monitoring and reporting activities of the Regional Centre staff;
  6. Provides input to the HoM and Departments Directors for the formulation of the policy and planning at the Regional level;
  7. Liaises with the local interlocutors and key international civil, political and military authorities operating within the Regional Centre's area of responsibility, as required;
  8. Implements established OSCE  policies for the overall safety, security and protection of all Mission personnel and material assets within the Regional Centre;
  9. Supervises directly 15 staff members and acts as a second level supervisor to 47 posts;
  10. Performs other duties as assigned.
