General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Senior police administration courses on operational leadership, contingency planning, human resources management and general police management


Minimum 20 years of diversified and progressively responsible professional police experience including at least 3 years at the management level relevant to the actual position

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • University education in international studies, public policy, political science, law and/or graduation from a recognized Public Safety Academy together with demonstrated experience in security and public safety matters within a civilian and/or military environment
  • Extensive, diversified and progressively responsible professional police, security or public safety experience with as least three years of international experience
  • Proven relevant experience of management and training development in public safety
  • Diplomatic experience or experience in working with international organizations or governments, particularly within a post conflict and/or developing regions
  • Ability to identify and analyze emerging security and public safety problems at both strategic and operational levels
  • Write analytical reports and propose sustainable solutions
  • Comprehensive understanding of security and safety matters both in the Mission area and in the region
  • Proven knowledge and understanding of the OSCE principles and experience with performance-based management including drafting programme outlines and budget proposals
  • Experience in project management including large scale, multiple-issue projects, as well as in fund raising and project promotion
  • Leadership qualities and demonstrated ability and willingness to work with and manage people of different ethnic, religious and cultural backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity
  • Ability to oprate windows applications, including word processing and email
  • Professional fluency of the English language, both oral and written


  • Knowledge of the local language or most common lingua franca spoken in the mission area
  • Knowledge of local/regional political history and developments
  • Post-graduate education in Business Administration, Management, or other related fields
  • Practical experience and/or working knowledge about the structure and capacities of the local authorities and familiarity with mechanisms and structures of EULEX, UNMIK, KFOR and other international organizations
  • Knowledge and understanding of the development of security safety standards and regulations, as well as Security Sector Reviews and their impact/relation to Security and Public Safety Development
  • Knowledge and understanding of European Convention on Human Rights (ECHR) and its impact upon security development and functions
Tasks and Responsibilities

Under the direct supervision of the Head of Mission (HoM), the incumbent oversees all aspects of the Department for Security and Public Safety.

Specific duties include:

  1. Is responsible for the management of the Department, co-ordinating issues concerning the operations and administration of the Department;
  2. On behalf of HoM co-ordinates Mission's activities related to public safety and security and maintains working relationship with the Ministry of Internal Affairs and Kosovo Police Department;
  3. Advises the HoM/Deputy Head of Mission (DHoM) on issues relevant to the internal security/safety development of Kosovo; acts as the principal Liaison Officer for the Department;
  4. Co-ordinates fundraising activities with donors;
  5. Is responsible for the development, implementation and oversight of the Department's budget according to the OSCE standard procedures;
  6. Co-ordinates the Department's contribution to the the Mission's strategic planning;
  7. Is responsible for the selection of personnel for key positions within the department and plans for staffing needs, based on current personnel staffing information;
  8. Provides oversight and guidance to all staff delivering programmes within the Department;
  9. Supervises 45 staff members;
  10. Performs other duties as assigned.
