General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced education/certified training course in relevant field. Advanced degree in a management discipline an asset


Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Extensive management and supervisory experience
  • Substantial project management experience, specifically with results-based project management
  • Detailed knowledge of relevant democratization programmes including experience in quality control of such programmes
  • Experience in preparing analytical reports
  • Knowledge of specific political issues, international and OSCE standards for democracy building, including good governance, and media development
  • Knowledge of OSCE principles and commitments
  • Knowledge of regional political history and developments
  • Demonstrated cultural sensitivity and judgement to local conditions and communities
  • Demonstrated ability and willingness to work as a leader of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Ability to operate windows applications, including word processing and e-mail
  • Professional fluency in the  English language


  • Knowledge of the local language or most common lingua franca in the mission area
Tasks and Responsibilities

The Democratization Department Programme constitutes a key component of the Mission's mandate through assisting in the establishment of a viable and accountable democracy in Kosovo. It focuses on monitoring the work of the Kosovo institutions, identifying shortcomings and supporting further capacity building. It provides these institutions with on-site coaching and mentoring and facilitates the exchange of best practices. The Department of Democratization consists of the Central Assembly and Independent Institutions Section, Youth and Higher Education Unit, Media Section, Local Governance Section and Elections Division.

Under the direct supervision of the Head of Mission/Deputy Head of Mission, the Director of the Democratization Department:

  1. Manages, directs and leads the Programme of the Democratization Department;
  2. Supervises all the organizational units of the Department and its 76 staff members;
  3. Directs the process of policy formulation, strategic development, programme planning, programme implementation and quality assessment for the Democratization Programme in the areas of good governance, civil society, independent institutions and regulatory bodies, media and public universities;
  4. Oversees and carries responsibility for the departmental budget process and implementation;
  5. Oversees and carries responsibility for the departmental project management;
  6. Represents the Department at selected projects, events and conferences;
  7. Liaises with local and international interlocutors related to the organizational units of the department;
  8. Advises and assists the Head of Mission and the Deputy Head of Mission in effective advocacy of the Department's goals and accomplishments;
  9. Performs other duties as assigned.
