General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in relevant field. Advanced degree in a management discipline an asset

Experience:

Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Prior experience in border security and management related fields such as international customs practices and procedures, law enforcement, military observation
  • Extensive work experience in senior level leadership positions in any of the following environments: border security and management agencies, training and education institutions
  • Management and leadership qualities including ability to establish and maintain effective working relationships with people of different national, cultural and religious backgrounds, different genders, and diverse political views, while maintaining impartiality and objectivity
  • Served/serving as senior manager in a national training institute that engages in instruction for border-related issues, to include budget and personnel management duties, as well as public presentation of the institution or entity
  • Experience in results-based programme management
  • Flexibility and ability to work under pressure and tight deadlines
  • Ability to operate windows applications, including word processing and e-mail
  • Professional fluency in the English language, oral and written

Desirable:

  • Experience in international border security management related organizations
  • Experience in supporting border security and management related fields in Central Asia
  • Experience in fundraising and donor relations
  • Experience in co-operative initiatives in partnership with international organizations, non-governmental organizations or private implementing partners
  • Knowledge of OSCE principles and commitments
  • Working knowledge of the Russian language
  • Knowledge of Tajik and Dari languages
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head of the OSCE Office in Tajikistan, the Director of the Border Management Staff College (BMSC):

  1. Manages the day-to-day operations of the Border Management Staff College, in line with the rules and regulations of the OSCE, inter alia, extra-budgetary projects and the good practices of project management and accountability (including overseeing the budget, monitoring of pledges, and facility maintenance;
  2. Reports, as required by the Head of the OSCE Office in Tajikistan, to participating States on the developments and achievements of the BMSC project;
  3. Serves as an ex-officio member of the BMSC Board of Governors;
  4. Serves as a member of the BMSC Academic Advisory Board;
  5. Serves as a senior staff member, representing the BMSC, within the office of the Head of the OSCE Office in Tajikistan;
  6. Serves as the spokesperson for the College, including upon invitation from conferences/seminars/workshops, and actively engages in recruitment efforts for participants;
  7. Maintains contacts regularly with partner Organizations, existing and potential donors, and actively fundraises for the activities of the BMSC;
  8. Supervises the establishment of the necessary resource tools (e.g. databases of external consultants, training resources, international assistance on borders) to enable the College to respond to project objectives and opportunities;
  9. Establishes and maintains close contacts with relevant OSCE offices to ensure co-ordination of College-related activities and contemporary professional developments of the institution;
  10. Maintains contacts on behalf of the Border Management Staff College with the OSCE Chairmanship and the delegations of the participating States to facilitate the distribution of BMSC event announcements and to request and receive expert advice and assistance in line with the project objectives;
  11. Supports sustainable inter-agency co-operation between the BMSC and other relevant training institutions within the framework of existing and new international training programmes on border security and management-related issues;
  12. Instructs during training events and serves as a mentor to visiting officials conducting research as required;
  13. Directly supervises two seconded staff members and one national programme officer in the performance of their duties and serves as a second level supervisor for the remaining staff of the College;
  14. Performs other related duties as assigned by the Head of the OSCE Office in Tajikistan.
