General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • University education in international studies, public policy, political science, law or related fields;
  • Several years of progressively responsible professional experience in an operational environment;
  • Significant prior experience in relevant fields, in particular, on political and security issues, with a good knowledge of OSCE norms and principles;
  • Thorough understanding of field operation in the context of the mandate's regional dynamics;
  • Cultural sensitivity and political judgement;
  • Flexibility and ability to work under pressure and within limited time frames;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
  • Sound team management experience, organizational and negotiation skills, with the ability to communicate clearly and concisely;
  • Ability to operate computer windows applications, including word processing and e-mail;
  • Professional fluency in the English language;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds.

Desirable:

  • Experience of working in Eastern Europe and/or knowledge of the region;
  • Experience with the an OSCE or UN field operation, and/or other international organizations or multilateral peace operation;
  • Knowledge of the Ukrainian and/or Russian language;
  • Completed national/international pre-deployment training.
 
 
 
 
Tasks and Responsibilities

Initial duration of appointment/assignment for this post is until 31 March 2016, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Potential applicants should be aware that this is a non-family posting.

Under the supervision of the Head of Operations, the Deputy Head of Operations is responsible for the following tasks:

  1. Assists the Head of Operations in all aspects relating to the planning and implementation of monitoring operations, required for the Mission in line with its mandate and the strategic direction provided by the Chief Monitor and Principal Deputy Chief Monitor;
  2. Liaises with Monitoring Teams' (MTs') leadership on patrol planning in light of priority and other tasks related to monitoring (including but not limited to: ceasefire, weapons withdrawal, human dimension, political and economic issues, incidents reported in the media);
  3. Makes sure that monitoring procedures including templates, instructions and guidelines for the MTs are uniform, established in consultation with the Mission's Reporting and Political Analysis, and Human Dimension Units, and adhered to;
  4. In coordination with the Information Management Cell, follows-up with the MTs in ensuring that information resulting from monitoring is collated and channelled in a manner that is consistent and useful for the Mission's further analysis and reporting of this information;
  5. Keeps communication and co-ordination channels with other international actors in the field, including the EU and UN, on operational matters, open;
  6. Takes care of the timely preparation of operational presentations, briefings and reports using visual tools;
  7. Supports the Head of Operations in researching and drafting special and regular reports related to operational issues as required;
  8. Performs other duties as required.
