General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced education/certified training course in relevant field. Advanced degree in a management discipline an asset


Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Advanced university education in international studies, public policy, political science or law, or related fields
  • Proven management background, particularly in personnel/logistics, administrative and financial matters
  • Demonstrated management skills, including the ability to establish and maintain effective working relationships with people of different national and cultural backgrounds, different gender, and with diverse political views as well as with all departments and offices throughout the Mission, whilst maintaining strict impartiality and objectivity
  • Experience in results-based programme management
  • Professional fluency in English with the ability to communicate clearly and concisely both orally and in writing; the knowledge of Russian is an asset
  • Demonstrated ability to operate Windows applications, including word processing, spreadsheets and e-mail
  • Flexibility and ability to work under pressure and within limited timeframes as well as the ability to solve problems effectively and efficiently
  • Cultural sensitivity and judgment


  • Previous international work experience and/or experience in field missions
  • Regional knowledge and work experience in Central Asia
  • Knowledge of the local languages or the most common language spoken in the Mission area (Tajik)
  • Knowledge/experience in dealing with economic and environmental issues as well es media
Tasks and Responsibilities

The Deputy Head of the OSCE Office in Tajikistan supports the Head of Mission in developing and executing OSCE policies, programmes and operations in furtherance of the Mission's mandate. In addition, as decided by the Head of Mission; assists in the co-ordination and oversight of programmes within the Mission, including related general administrative matters;  represents the Head of Mission at high-level international gatherings, in co-ordination meetings with other international organizations in Tajikistan, and before OSCE bodies and structures. The incumbent engages regularly with senior officials in the political, economic and social structures of Tajikistan, civil society and media, with a particular view to OSCE Second Dimension (Economic and Environmental) and Freedom of the Media issues.

Specific duties include:

  1. Co-ordinates and monitors progress of the Mission's programmes and activities;
  2. Advises the Head of Mission on general administrative, management, policy, and programmatic matters;
  3. In co-ordination with the Chief of Fund Administration, oversees the preparation of annual planning and budgeting documents (Programme Outline and Unified Budget submission) and oversees the management of human resources issues;
  4. Leads and oversees the Mission's involvement in OSCE Economic and Environmental and Freedom of Media issues and activities;
  5. Assists in the co-ordination of the Mission's activities with the Government, international organizations, OSCE Institutions and civil society;
  6. Co-ordinates the work of the senior representatives of the Head of Mission/Deputy Head of Mission;
  7. Assists in arranging relevant OSCE events and seminars;
  8. Assists in monitoring the Office's activities, utilizing relevant programme management tools (activity planning, projects, budget issues);
  9. Deputizes for the Head of Mission in his/her absence;
  10. Assists in staff coaching;
  11. Performs other duties as assigned.
