General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in relevant field. Advanced degree in a management discipline an asset

Experience:

Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Relevant diversified and progressively responsible professional experience including several years in managerial and policy-making role
  • Strong managerial skills, including the ability to establish and maintain effective working relationship with people of different national and cultural backgrounds, with all departmental staff and with the Office's interlocutors and governmental counterparts
  • Experience with the OSCE, other international organizations or diplomatic services
  • Previous experience with and interest in representational functions
  • Excellent English language skills with ability to draft documents clearly and concisely
  • Working knowledge of Azerbaijani and/or Russian or Turkish languages
  • Knowledge of diplomatic protocol
  • Knowledge of political history, geo-strategy, energy politics and cultures of the region
  • Ability to operate Windows applications including word processing and email
 
 
 
 
Tasks and Responsibilities

The Deputy Head of Office co-ordinates and oversees all aspects of the separate programmes within the mission, including the related operational, logistic and general administrative matters. Under the direct supervision of the Head of Office, the Deputy Head of Office co-ordinates and supervises the daily operations of the Office. In particular, the incumbent has the following duties:

  1. Shares responsibility with the Fund Administration Unit for the drafting of the Office's Annual Budget, Mid-Year Review and Annual Programme Outline;
  2. Oversees, co-ordinates and manages the daily implementation of the Office's plans and policies as well as administrative and financial issues; 
  3. Advises the Head of Office on the Office's priorities in such areas as administration, development of policies and programmes as well as management; 
  4. Supervises and advises Heads of Programmes in the Office in order to ensure that the Office's mandate and objectives are met; 
  5. Follows national political developments and international events relevant to the Office's mandate. Contributes to the analysis of developments and trends affecting the Office's activities and mandate to the elaboration of appropriate responses; 
  6. Supervises reporting processes by editing and approving all written materials produced by the Office for external audiences;
  7. Represents the office in a variety of fora, including public events, meetings with the Government, diplomatic corps and OSCE bodies;
  8. Functions as Acting Head of Office in the absence of the Head of Office; 
  9. Oversees the work of the National Programme Officer;
  10. Performs other duties as required by the Head of Office.
