General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in public/business administration, management, finance, personnel management or related field or proven professional experience in all aspects of general administration (personnel, finance, etc.)
  • Very good organisational skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Demonstrated management and supervisory experience
  • Experience in project design, implementation, evaluation and management
  • Knowledge of the Logical Framework approach for project management 
  • Professional fluency in the English language
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Demonstrated cultural sensitivity and judgment to local conditions and communities
  • Flexibility and ability to work under pressure and within short deadlines
  • Ability to operate windows applications, including word processing and e- mail

Desirable:

  • Experience in negotiation/mediation
  • Experience in strategic decision making and operating in high level meetings
  • Knowledge of the local language or most common lingua franca
  • Previous experience in field missions
  • Knowledge of Oracle system as well as other tools for project management (such as MS Project, etc.)
 
 
 
 
Tasks and Responsibilities

Under the general supervision of the Senior Co-ordination Officer, the Deputy Head of the Office of Central Co-ordination in the Department of Head of Mission:

  1. Reviews project proposals (both Unified Budget and Extra Budgetary), and provides overall guidance to the Office of Central Co-ordination and other Mission staff on project clearance;
  2. Liaises with the relevant Departments to ensure that the approved project proposals are in line with the Common Regulatory Management System and with the political and legal norms of the OSCE as well as the guidelines related to public information and writing style; 
  3. Supports co-ordination of the drafting of documents for the Performance Based Programme Budgeting (PBPB) process, as well as the Mission Implementation Plan and its reporting to the Fund Manager; 
  4. Advises on and undertakes assessment of targeted Mission projects and programme activities in terms of their consistency with its strategic aims and objectives and provides corresponding information to the Management of the Mission; 
  5. Co-ordinates the development of and implements procedures to assure effective and efficient review of the Mission's project portfolio; 
  6. Co-ordinates, on behalf of the Fund Manager, the clearance and implementation of extra-budgetary projects with the OSCE Mission in Kosovo's relevant Departments, and acts as a liaison between them and the donor organizations on all project related issues; 
  7. Co-ordinates and conducts, as required, the project management training programmes for the Mission staff; 
  8. Liaises with the OSCE Secretariat, as the primary point of contact, on project management issues to guarantee Mission-wide consistency approach; 
  9. Ensures adequate archiving of all project documents (electronic and hard copy); 
  10. Supports, where appropriate, the Senior Co-ordination Officer in the management of the Office of Central Co-ordination and acts as direct supervisor to two international and two national staff members of the Office of Central Co-ordination; 
  11. Acts as Senior Co-ordination Officer when needed; 
  12. Performs any other duties as required.
