General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in relevant field. Advanced degree in a management discipline an asset

Experience:

Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Strong management background, particularly in personnel, logistics, administrative and finance matters
  • Ability to plan, implement and solve problems effectively and efficiently
  • Experience in dealing with press and media
  • Previous work experience preferably in an international environment and/or within operational field missions
  • Regional knowledge and work experience in countries undergoing political and economic transition
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities
  • Cultural sensitivity and judgment
  • Flexibility and ability to work under pressure and with limited time frames
  • Professional fluency in the English language, both oral and written
  • Ability to operate Windows applications, including word processing and e-mail

Desirable:

  • Knowledge of the local language or the most common lingua franca spoken in the mission area
  • Prior field experience with the OSCE or another international organization
  • Experience of working in Serbia or elsewhere in South East Europe
 
 
 
 
Tasks and Responsibilities

The Deputy Head of Mission (DHoM), in co-ordination with the Head of Mission (HoM), co-ordinates and oversees all aspects of the individual departments/programmes within the Mission, including the related operational, logistic and general administrative matters. In particular, the DHoM has the following duties:

  1. Shares responsibility with the Fund Administration Unit for drafting the Mission's Unified Budget Proposal, Mid-Year Review and Annual Programme Outline;
  2. Oversees, co-ordinates and manages the daily implementation of the Mission's plans and policies as well as the administrative and financial issues;
  3. Advises the HoM on the Mission's priorities in such areas as administration, development of policies and programmes as well as management;
  4. Co-ordinates and advises Heads of Departments in the Mission in order to ensure that Mission's mandate and objectives are met;
  5. Reports to the HoM on the activities and progress of the Mission's activities;
  6. Deputises for the HoM in his absence;
  7. Performs other duties as required.
