General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition;
  • Possession of a valid automobile driving license and ability to drive using manual transmission;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure.
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in relevant field. Advanced degree in a management discipline an asset.

Experience:

Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position.

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Advanced university education in international studies, public policy, political science or law, or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Demonstrated management skills, including the ability to establish and maintain effective working relationship with people of different national and cultural backgrounds as well as with all departments and offices throughout the Mission, while maintaining strict impartiality and objectivity
  • Experience in results-based program management
  • Experience in dealing with press and media
  • Experience in the protection and promotion of freedom of media
  • Excellent communication and drafting skills
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
  • Professional fluency in the English language, both written and oral
  • Demonstrated ability to operate Windows applications, including word processing, spreadsheet and e-mail

Desirable:

  • Regional knowledge and work experience in South-Eastern Europe
  • Knowledge of the local language or the most common lingua franca spoken in the Mission area
 
 
 
 
Tasks and Responsibilities

The Deputy Head of the OSCE Mission to Bosnia and Herzegovina supports the Head of Mission in developing and executing OSCE policies, programmes and operations in furtherance of the Mission's mandate, as contained in the Dayton Accords and as decided by the Head of Mission. The Deputy Head of Mission assists the Head of Mission in the co-ordination and oversight of the programmes within the Mission, including related operational, logistic and general administrative matters. The Deputy Head of Mission represents the Head of Mission at high-level international gatherings, in co-ordination meetings with other international organizations in Bosnia and Herzegovina (BiH), and before OSCE bodies and structures. The incumbent engages regularly with senior officials in the political, economic and social structures of Bosnia and Hezegovina, and civil society and media. Specific duties include:

  1. Co-ordinates and monitors the progress of the Mission's programmes and activities;
  2. Advises the Head of Mission on administrative, management, policy, and programmatic matters;
  3. In co-ordination with the Chief of Fund Administration, oversees the preparation of annual planning and budgeting documents - e.g., Programme Outline and Unified Budget submission - and oversees the management of human resource issues;
  4. Leads and oversees the Mission's involvement in OSCE Economic and Environmental and Freedom of Media issues and activities;
  5. Oversees the work of the Senior Representative of the Head of Mission/Deputy Head of Mission;
  6. Deputizes for the Head of Mission in his/her absence;
  7. Performs other duties as assigned.
