General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in relevant field. Advanced degree in a management discipline an asset

Experience:

Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Substantial management and supervisory experience
  • Familiarization in the implementation of democratization programmes and quality control of such programmes
  • Substantial project management experience
  • Experience in preparing analytical reports
  • Experience in administrative management and systems
  • Professional fluency in the English language
  • Demonstrated cultural sensitivity and judgment to local conditions and communities
  • Understanding of South East European politics and history
  • Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Knowledge of a local language or most common lingua franca spoken in the mission area
  • Knowledge of OSCE principles and commitments
  • Previous experience in field missions, preferably in the South East European territory
 
 
 
 
Tasks and Responsibilities

The Democratization Department programme constitutes a key component of the Mission's mandate through assisting in the further enhancement of an accountable and inclusive democracy in Kosovo. It focuses on monitoring the work of the Kosovo institutions, identifying shortcomings and advising on how to overcome them. It provides these institutions with mentoring and facilitates the exchange of best practices and peer-to-peer capacity building. The Department of Democratization consists of the Office of the Director, Central Assembly and Independent Institutions Section (CAIIS), Youth and Higher Education Section, Media Section, Elections Division and Local Governance Section.

Under the direct supervision of the Director of the Democratization Department, the Deputy Director:

  1. Assists and advises the Director on departmental policy and planning as well as implementation and quality assessments of the Democratization Department's programmes;
  2. Acts as immediate supervisor to the Central Assembly and Independent Institutions Section (CAIIS), Media Section, Youth and Higher Education Section, Elections Division, Local Governance Section (LGS) and staff in the Office of Director;
  3. Supervises Departmental project development and project implementation;
  4. Carries responsibility for the Department's staffing requirements and personnel issues, including all phases of recruitment;
  5. Manages Administrative support office within the Office of Director;
  6. Maintains close contact with other Departments/Offices in the Mission;
  7. Serves as Acting Director of the Democratization Department during the Director's absence;
  8. Performs other duties as assigned.
