General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Field experience in two or more of the following fields: democratic governance; elections and political parties; freedom of expression, information, media, assembly, and association; civil society development, minority rights and gender equality
  • Proven work experience in programme and project management including project development, monitoring, implementation, financial management and reporting
  • Ability to establish contact and develop confident relations with local authorities, including government officials and institutions, e.g. ministries and parliament as well as ability to work with civil society and international partners
  • Good management, organization and analyzing skills, with the ability to identify needs and problems and take corrective action
  • Ability to work independently as well as with a team
  • Good analytical skills and judgement
  • Cultural sensitivity and judgment as well as demonstrated ability and willingness to work as a member of a team, with people of differing cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Professional fluency in English and the ability to draft documents clearly and concisely
  • Ability to operate windows applications, including word processing, spreadsheets and e-mail

Desirable:

  • Prior experience working in Southern Caucasus and/or knowledge of the region,
  • Knowledge of OSCE principles and commitments, 
  • Working knowledge of Azerbaijani, Turkish and/or Russian languages.
 
 
 
 
Tasks and Responsibilities

Under the general direction and supervision of the Head of the OSCE Office in Baku, the Democratization Officer reports directly the Deputy Head of Office. The Democratization Officer will be responsible for managing a part of the human dimension related activities. Specifically, the incumbent will perform the following duties:

  1. Advises the Senior Management on activities assigned to the Democratization Programme and related political concerns including elections and political parties; freedom of expression, information, media, assembly, and association; civil society development, minority rights and gender equality;
  2. Designs and supervises the implementation of programmes and projects in the democratization field;
  3. Prepares background and spot reports for clearance by Head of Office on democratization issues to foster discussion within the OSCE and to highlight specific topics of concern to the Chairman in Office (CiO), Secretariat and other OSCE institutions;
  4. Facilitates contacts and promotes information exchange on these issues with local authorities, universities, research institutions, international organizations and civil society;
  5. Briefs local and international actors on the OSCE democratization activities;
  6. Supports the arrangement of OSCE regional events, inter alia, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation; 
  7. Performs other related duties as required.
