Background

 

 

 

 

 

 

 

The conflict in Eastern Ukraine has resulted in long-term damage to the environment in the region. Limited efforts have been taken to gauge the environmental impact of the conflict. Given the clear environmental risks and lack of data, the Ministry of Ecology and Natural Resources of Ukraine requested the OSCE Project Co-ordinator in Ukraine (PCU) to assist in conducting an environmental assessment and in outlining recommendations for response. The project “Assessment of environmental damage in Eastern Ukraine” was designed to provide Ukrainian and international stakeholders a well-founded assessment of the conflict’s environmental impact in Eastern Ukraine based on sound data and informed debate. For the purpose of collecting all available information in form of database on hydrological, hydrogeological, air and soil assessments as well as record of events of the destruction of critical infrastructure and industrial facilities, the project foresees the development of environmental information monitoring system.

Please note that this is a consultancy assignment of approximately 3 months. The consultant will be required to work from home with the ability to travel if necessary.

 

 

 

Tasks and Responsibilities

 

 

 

 

 

 

 

It is expected that the database designer in co-operation with the software developer and GIS expert will develop an information monitoring system. The expert on database design will be responsible for: 

• Designing the structure of the database on quality of surface waters of Donetsk and Luhansk oblasts; 

• Development of information import module for converting data from Siverskiy-Donetsk basin management department; 

• Inputting information on quality of surface waters from Siverskiy-Donetsk basin management department from 2000 to 2017 to the database; 

• Designing the structure of the database on environmental risks in Donetsk and Luhansk oblasts; 

• Inputting environmental risks elaborated during desk study to the database;

• Development of the server and client modules on the assessment of environmental risks; 

• Installation and configuration of the Operational system (OS).

 

 

 

Necessary Qualifications

 

 

 

 

 

 

 

• University degree in computer science or software engineering;

• No less than 5 years of experience in the IT sphere with the focus on database development and system administration;

• Proven experience in developing databases (PHP, JavaScript);

• Experience in risks assessment, experience for environmental projects would be an asset;

• Fluency in Ukrainian and Russian. English at the working level will be an advantage.
