General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First level university degree or equivalent experience

Experience:

Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • University degree in law, human rights, community rights, political science, international relations or related field
  • Knowledge of international human and community rights standards and the legal framework in Kosovo
  • Experience in analyzing information from field sources in order to assist in the creation of policy objectives and translating those objectives into plans of action
  • Experience in assisting in the design and implementation of strategies for community participation
  • Knowledge of the political environment in Kosovo as well as the situation of communities in Kosovo
  • Ability to produce analytical reports
  • Ability to draft, implement and evaluate projects
  • Cultural sensitivity and judgement
  • Flexibility and ability to work under pressure and with limited time frames
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Professional fluency in the English language
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Experience in negotiation/mediation
  • Knowledge of a local language or most common lingua franca
  • Previous experience in field missions, preferably in the South East Europe
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Chief of Communities Section, the Communities Policy Officer:

  1. Identifies community issues, analyzes their implications and provides advice and recommends actions to be taken by the Section/the Mission;
  2. Contributes to the formulation of strategic planning by proposing to the Department policy directives and planning of actions for immediate and long range solutions;
  3. Provides input in the formulation of advice and follow-up regarding the findings of the proactive monitoring of Kosovo's institutions at all levels;
  4. Establishes and maintains contacts with representatives of communities, political parties and civil society; maintains an up-to-date knowledge of the community rights situation both in Kosovo and in the region;
  5. Contributes to the functioning of sectoral working groups to ensure incorporation of community concerns/needs in governmental policy and practices;
  6. Develops and participates in activities aiming at promoting the participation of communities and international community rights standards, and their possible implementation in Kosovo;
  7. Facilitates dialogue and negotiated solutions between community representatives and government actors;
  8. Follows up on the implementation of recommendations and decisions adopted in OSCE Mission in Kosovo's reports and other leading actors' reports;
  9. Participates in the drafting of thematic reports on community issues as well as in drafting, implementing and evaluating projects on community issues;
  10. Organizes roundtables, seminars and conferences on specific communities related issues;
  11. Reviews and comments on draft laws and regulations;
  12. Monitors the implementation of the Framework Convention on the Protection of National Minorities;
  13. Performs other duties as assigned.
