General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in public/business administration, management, finance, personnel management or related field or proven professional experience in all aspects of general administration (personnel, finance, etc.)
  • Very good organisational skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First level university degree or equivalent experience

Experience:

Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Working experience in co-ordination and liaison functions
  • Experience in analysis and reporting, as well as in drafting and clearing relevant correspondence, reports and policy briefs
  • Excellent organizational skills
  • Ability to operate windows applications, including word processing, data-base programmes, excel and other windows-based programmes
  • Professional fluency in the written and spoken English language
  • Demonstrated ability and willingness to work as a member of a team and engage with people of different cultures and religious backgrounds as well as different gender and diverse political views while maintaining impartiality and objectivity
  • Flexibility and ability to work under pressure and with limited time frames

Desirable:

  • Knowledge of the local language or most common lingua franca spoken in the Mission area
  • Negotiation skills
  • Working experience in one or more of the main functional areas of the Mission's mandate, preferably in an international environment
  • Knowledge of the OSCE administrative regulations, rules, policies and practices
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Senior Co-ordination Officer and in close collaboration with the Head of the Office of Political Affairs, the Co-ordination/Reporting Officer:

  1. Co-ordinates and liaises with the Mission's Departments and Regional Centres in order to ensure effective information sharing and gathering of inputs in compliance with the requirements of the Performance Based Programme Budgeting, other regular reporting requirements as well as gathering information on relevant developments in the Mission area;
  2. Assists in reviewing and clearing of the Mission's reports and other relevant Mission's documents;
  3. Ensures quality of the documents produced by the Mission;
  4. In co-ordination with the Head of the Office of Political Affairs, as required, drafts daily, weekly, background and spot reports for the OSCE Secretariat, as well as contributes to the quarterly reports for the Office of the Special Representative of the UN Secretary General;
  5. Prepares policy notes and briefing papers as required by the Head of Mission. Assists in policy development work as required;
  6. Contributes to the day-to-day operational management of the Office of Central Co-ordination;
  7. Monitors and analyses relevant developments and maintains an archive/database of such relevant developments;
  8. Liaises with international and local stakeholders;
  9. Performs other duties as required.
