General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
  • Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
  • Knowledge of courtroom proceedings and criminal law and procedure
  • Knowledge of international legal procedure standards and instruments
  • Demonstrable organizational, analytical, communication and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Advanced university degree in law, international human rights, criminal law, humanitarian law, public administration law, or similar
  • A minimum of 6 years of previous work experience in an international environment, preferably in international organizations
  • Experience with capacity building of domestic institutions
  • Experience in developing the capacities of local civil society organizations (CSOs)
  • Strong advocacy and organizational skills
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, in a gender-diverse environment that fosters respect for different political views but maintaining impartiality and objectivity
  • Cultural sensitivity and sound judgment, highest professional and ethical standards
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Knowledge of the local language or most common lingua franca spoken in the Mission area
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head of the Human Dimension Department, the Chief of Rule of Law Unit:

  1. Will act as the Deputy of the Head of the Department;
  2. Has overall responsibility for four sections dealing with human dimension issues;
  3. Assists the Head of Human Dimension with the implementation of policies, strategies and methodologies as required and as directed contributes to  annual and strategic planning, including budgeting;
  4. Develops and prioritizes tasks, identifies and analyses trends in the human dimension proposing course of action through the development of strategies to ensure compliance with international standards and OSCE commitments;
  5. Engages in analysis of legislation, bylaws and policies of government and advocates for necessary changes to ensure compliance with international, particularly OSCE, commitments;
  6. Performs other tasks as assigned by Head of the Human Dimension Department.
