General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses on human resources management and general police management

Experience:

Minimum 10 years of diversified and progressively responsible police experience including at least 12 months at management level relevant to the actual post

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Extensive supervisory, management and planning experience, dealing with multiple projects and programmatic strategies
  • Experience with implementation and management of democratic policing, community policing, oversight of police, in the wider field of police reform
  • Experience in project management, especially in identification and evaluation
  • Demonstrated analytical skills as well as maturity of judgement
  • Clear understanding of International Human Rights standards together with their implications, with security and safety operations and development
  • Experience in identifying, developing and implementing training measures as well as analysis of ability to design, develop, co-ordinate and implement developmental strategies/training measures in support of community policing and minority issues within the wider police environment
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

Desirable:

  • Knowledge of the historical and current political situation of the mission area
  • Previous field experience of similar function in an international environment
  • Previous experience in a supervisory or managerial position in a national public safety service
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of Head of Police Development Department (PDD), the Chief, Police Affairs:

  1. Manages all aspects of the PDD Police Affairs Division;
  2. Provides recommendations to the department's and unit's leadership, Ministry of Internal Affairs and other partners in the analysis, development, implementation and evaluation of democratic policing and police reform strategies;
  3. Implements or assists in the implementation of democratic policing and police reform projects that respond to identified needs from the OSCE, national and international partners, within the frame of mission's mandate and available resources;
  4. Manages the design/formulation of the budget, action planning and daily operational schedules of all PDD - Police Affairs Division;
  5. Oversees all projects and the day to day activities and reporting requirements of the Police Affairs Division;
  6. Monitors and reports on the effectiveness of Police Affairs Division projects, method of implementation to ensure compliance with acceptable OSCE standards and best practices;
  7. Establishes and maintains a close, productive, co-operative working relationship between OSCE staff, government officials, international organisations which work on related projects with focus on citizens, local elected officials and police officials;
  8. Supervises the work of 10 international staff and 1 national mission member;
  9. Performs other duties as required.
