General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in journalism, international relations or related field, communications, public relations, media studies or professional certification in journalism, public relations or media technology
  • Experience in working in or with the media or in public relations, particularly in gathering, organizing, editing and disseminating information
  • Excellent oral and written English communication skills, including the ability to prepare news- related documents and public presentations in simple, clear language for a broad non-diplomatic audience
  • Good analytical and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • An advanced degree in media and/or communication affairs, journalism or related field
  • Further education in the field of media development and experience in development work in the area of media pluralism and freedom of media in transition countries
  • Excellent knowledge of media legislation and relevant regional and international instruments on freedom of expression and the media
  • Excellent knowledge of media landscape in Kosovo
  • Proven track record in programme and project design, project management, and supervision
  • Demonstrated and progressively responsible management experience
  • Ability to work autonomously and demonstrated self-starter qualities
  • Strong analytical, organizational and planning skills
  • Ability to prioritize and handle multiple tasks under tight deadlines
  • Ability to work creatively and independently
  • Strong interpersonal, motivational and communicating skills
  • Demonstrated facilitation and mentoring skills
  • Strong drafting and presentation skills
  • Professional fluency in the English language
  • Ability to operate in cross-cultural environment requiring flexibility with cultural sensitivity and judgement to local conditions and communities
  • Ability to operate Windows applications including word processing and email

Desirable:

  • Knowledge of the political environment of the OSCE Mission in Kosovo, including mandate and structure of the international community present in Kosovo
  • Understanding of politics and affairs in the Southeast Europe
  • Knowledge of the local language or most common lingua franca in the Mission area
  • Negotiation and/or mediation experience
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Deputy Director of the Democratization Department, the Chief of Media Section:

  1. Is responsible for the management of the Media Section (MS) portfolio of promoting and strengthening media pluralism and freedom of media, directly supervising five staff members;
  2. Is responsible for the identification, design, implementation and evaluation of projects in accordance with departmental and Mission strategies, and OSCE rules and regulations;
  3. Provides strategic direction for the MS portfolio on strengthening media institutions such as the Independent Media Commission, Press Council of Kosovo, Kosovo Media Institute, the public broadcaster, as well as Associations of Journalists;
  4. Proactively provides input and advice to the Department's senior management on all media related issues;
  5. Oversees and ensures quality implementation of projects including budget supervision;
  6. Provides relevant written and verbal communication, such as analytical reports, presentations, briefing notes, etc.;
  7. Liaises with local and international stakeholders as well as regional media institutions;
  8. Provides advice on good European practices regarding media legislation and developments;
  9. Performs other duties as assigned.
