General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Demonstrated management and supervisory experience
  • Familiarity of the political, cultural and historical situation in Bosnia and Herzegovina and South Eastern Europe
  • Strong communication, analytical and reporting skills
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Strong organizational skills and ability to manage multiple tasks and unexpected demands; able to work under pressure and under tight deadlines
  • Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
  • Ability and willingness to work with people of different cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity
  • Professional fluency in the English language, both written and oral
  • Demonstrated ability to operate Windows applications, including word processing, spreadsheet and e-mail

Desirable:

  • Knowledge of the local language or the most common lingua franca spoken in the Mission area
  • Good understanding of the mandate and the work of the OSCE Mission in Bosnia and Herzegovina
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head of Mission (HoM), the Chief Executive Officer will perform the following duties:

 

 

  1. Provides verbal and written advice on management and policy issues, departmental activities, security briefs and personnel matters to the HoM, including appropriate recommendations, proposals and analyses regarding all aspects of the HoM's activities;
  2. Represents HoM in co-ordination and consultation meetings with programme managers and senior staff to obtain information for decision making and for follow up on HoM's decisions and guidance;
  3. Serves as the principal point of contact for the HoM with the OSCE Secretariat, Institutions and Missions, staff from other international organizations and diplomatic missions on matters that pertain to HoM's activities and the Mission's programmes; and co-ordinates and follows up;
  4. Plans, prepares and co-ordinates HoM's official travels within and outside the Mission area as well as for high level visitors to the Mission;
  5. Attends meetings with HoM and accompanies him/her on travel inside and outside the Mission area;
  6. Identifies, assigns, and/or initiates the appropriate action on incoming requests within acceptable deadlines to the HoM from external agencies and Mission staff;
  7. Requests and, if necessary, prepares briefing materials for the HoM prior to his/her meetings with both OSCE staff and external interlocutors;
  8. Reviews documents, reports, and letters for quality, accuracy and protocol, to ensure high standards;
  9. Supervises one international and seven national staff;
  10. Performs other duties as assigned.
