General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced education/certified training course in a relevant field desirable


Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Experience with or in any of the following environments: national, regional or international border security and management agencies, education and training institutions, public relations units, and the media
  • Sound experience in identifying and managing potential relevant programmes and projects and their subsequent implementation, monitoring and analytical reporting
  • Ability to establish contacts and develop confident relations with government officials and institutions, as well as with entities of civil society
  • An understanding of the main functional areas of the Border Management Staff College (BMSC) project mandate
  • Ability and willingness to work as a team member and with people of different cultural and religious backgrounds and diverse political views, while maintaining impartiality and objectivity with tact and diplomacy in dealing with external persons and multinational staff
  • Flexibility and ability to work under pressure and with limited time frames
  • Professional fluency in the English language, both oral and written
  • Ability to operate Windows applications, including word processing and e-mail.


  • Working knowledge of the Russian and/or Tajik languages
  • Previous involvement in OSCE or other international organizations¿ activities
  • Sound understanding or experience of publishing and/or research
Tasks and Responsibilities

Under the direct supervision and guidance of the Director of the OSCE Border Management Staff College (BMSC), the Chief, Development and Outreach is responsible for a) the planning, development, management and delivery of the outreach programmes and b) the establishment, development and maintenance of academic support facilities (BMSC library/archives) and an in-house Research and Development Centre. The incumbent;

  1. Supervises the activities of the unit consisting of an Outreach Assistant and a Development Assistant and manages the activities to ensure its proper functioning and high performance;
  2. Establishes a positive and visible external reputation for the BMSC.  This will include: a) conducting external marketing of the College; b) dealing with media/public relations; c) maintaining the quality and content of the public website; d) ensuring the timely delivery, quality and content of the quarterly publication/newsletter;
  3. Develops and organizes offsite events in co-ordination with the relevant institutions and Departments within the OSCE Secretariat in Vienna;
  4. Serves as the point of contact to the Consortium of National Training Institutions and serves as an ex-officio member of the Implementation and Coordination Group Develops and maintains constructive and positive relations with Alumni;
  5. Supervises the admission of students to the college;
  6. Establishes and maintains the BMSC library and relevant archives;
  7. Establishes, develops and maintains an in-house Research and Development Centre. This will include: a) identifying and supervising relevant research to be undertaken; b) supervising the quality and content of research produced; c) facilitating and co-ordinating, where possible, the publication of BMSC-sponsored research;
  8. Supervises the administration and maintenance of all E-learning activities of the College;
  9. Instructs during training events and serves as a mentor to visiting officials conducting research as required;
  10. Performs other related duties as assigned by the Director of the Border Management Staff College.
