General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in accounting, finance, business administration or related field or certification from a recognised accounting institution or relevant professional experience in budget, accounting or finance
  • Knowledge and experience working with computerised financial systems and in utilising computers including word processing, spreadsheet and database software
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • University degree in Business Administration, Accounting, Financial Management or related field
  • Demonstrated management and supervisory experience
  • Communication, drafting/analytical and reporting skills
  • Professional fluency in English, both oral and written
  • Flexibility and ability to work under pressure and with limited time frames
  • Strong organizational skills, flexibility and ability to manage multiple tasks and unexpected demands; able to work under pressure and under tight deadlines
  • Good client service orientation
  • Ability to operate Windows applications, including word processing and e-mail
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religiousbackgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

Desirable:

  • Certification from internationally recognized accounting body would be an asset
  • Previous experience of working with international organizations
  • Familiarity with Oracle Applications highly desirable
  • Familiarity with OSCE financial and administrative regulations and guidelines
  • Ability to drive using manual transmission and possession of a valid driver's license
 
 
 
 
Tasks and Responsibilities

Under the overall supervision of the Chief of Fund Administration, the Chief of Accounts is responsible for managing the Accounts Section, including internal control systems on payment, and maintaining the Mission's bank accounts and monthly cash payments. Specific duties include:

  1. Manages all cash resources including receipt, custody and disbursement of funds and ensures that procedures are correctly and consistently applied in relation to any financial transaction against Organization's books;
  2. Prepares monthly reporting and closure of accounts; contributes to annual accounting closure process; prepares financial reports at various intervals and ad-hoc financial reports for Mission's management structure;
  3. Supervises the maintenance of sub-ledgers and verifying the integrity of all related accounting transactions; the accounting control and performing claims examinations; ensures that all accounting transactions are in line with the CRMS and standard posting rules;
  4. Provides advice and guidance to field offices and departments on financial practices; advises the Accounts Section on the interpretation and adherence to the OSCE Financial Regulations and Financial Instructions;
  5. Interacts with internal and external auditors;
  6. Supervises data entry of all accounting transactions and resolves any discrepancies;
  7. Supervises 7 national staff:
