Background

 

 

 

 

 

 

 

In the late 2015, the OSCE conducted a Comprehensive Review of chemical safety and security in Ukraine. This Review has determined four priority areas that need to be addressed and corresponding projects were developed under the umbrella of Chemical Safety and Security Programme in Ukraine. The fourth priority identified the need for public advocacy and preparedness for chemical security threats under the project “Improving Ukraine’s Emergency Response Capacity to Deal with Chemical Security Threats”. The State Emergency Service of Ukraine (SESU) is the beneficiary of this project. The project will result in upgrading and updating technical and methodological capacity of the SESU to deal with chemical emergencies and threats. 

It is expected that each of the below mentioned tasks will be completed by a separate expert with relevant qualifications and professional experience. 

 

 

 

Tasks and Responsibilities

 

 

 

 

 

 

 

1. Development of information package and programmes for raising public awareness on chemical safety:

- Incorporation of successful international approaches for communicating chemical security threats among various groups of population;

- Collection of information for source package (booklets, posters, assistance during development of video content); 

- Agenda development for public awareness campaigns for the SESU staff at educational institutions.

2. Amendment of recommendations for rescuers of the SESU on chemical security threats:

- Analysis of the current legislation framework and normative documents related to civil protection and personal protection of  the SESU rescuers during emergency situations caused by hazardous chemical substances;

- Identification and suggestion of areas to be amended in the recommendations for personal protection and safety of the SESU first responders during chemical emergencies endorsed in 2008; 

- Suggestion of the best available international practices to be introduced into standard operational practices of the SESU first responders; 

- Amendment of the methodological recommendations on personal protection and safety for the first responders to counteract chemical threats.

3. Evaluation of the current preparedness system of the SESU to respond to chemical security threats:

- Based on international practices for assessing the preparedness of the emergency service rescuers to the chemical security threats suggest methodologies for conducting the SESU evaluation in Ukraine; 

- Analysis of the institutional structure of the SESU response system to chemical security threats  under decentralization; 

- Analysis of the current legislative framework of the SESU response system to chemical security threats; 

- Analysis of technical capacity of the SESU response system to address chemical security threats and emergencies; 

- Development of recommendations based on the above mentioned.

 

 

 

Necessary Qualifications

 

 

 

 

 

 

 

• University degree in civil protection, chemical technologies or other adjacent fields;

• Minimum 5 years of professional experience in civil protection, experience in CBRN (chemical, biological, radioactive and nuclear) safety field would be an asset;

• Extensive professional experience in developing recommendations, legal acts, by-laws, training programmes in civil protection area at national level, including formal qualifications in CBRN protection with focus on chemical emergencies;

• Fluency in Ukrainian; working knowledge of English would be an advantage.
