General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • At least six years of diverse and progressively responsible border security and management experience, including experience in policy development
  • Experience in designing and implementing projects
  • Proven leadership and management skills, including budget control
  • Professional fluency in the English language, both oral and written, and the ability to report clearly and concisely, with well established communication and drafting skills
  • Ability to identify and analyze emerging security problems and propose solutions
  • Knowledge of the OSCE principles and commitments in the area of border security and management
  • Tact and diplomacy in dealing with senior officials, government representatives and the local population
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Working knowledge of Russian and/or Kyrgyz languages
  • Experience of working in international organizations, operational missions or governments
  • Experience of working in Central Asia and/or knowledge of the region
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head of the Political Military Dimension, the Border Issues Co-ordination Officer:

  1. Develops co-operation between the OSCE, parliamentary, governmental and non-governmental actors related to the border management and security;
  2. Provides technical advice on border related issues to the Head and Deputy Head of the OSCE Centre in Bishkek;
  3. Maintains working relationships with other international stakeholders working in the field of border support;
  4. Liaises with the other dimensions in the Centre in Bishkek and the Operations Service/Border Team in Vienna regarding border-related issues;
  5. Develops, co-ordinates, implements and monitors Unified Budget and Extra Budgetary border-related projects;
  6. Provides advice/assistance to other OSCE Field Operations in the region;
  7. Supervises one staff;
  8. Performs other duties as required.
