The principle objective of the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) is to strengthen security and stability in the OSCE region by promoting international co-operation on economic and environmental issues. The mandate of the OCEEA is guided particularly by the OSCE Strategy Document for the Economic and Environmental Dimension, approved by the OSCE Ministerial Council in Maastricht in December 2003. The Economic Governance Unit stimulates particularly economic co-operation across the OSCE area towards strengthening good economic governance. Its activities also include improving investment and business climate, promoting efficient labour migration management and combating corruption.

Tasks and Responsibilities

Under the supervision of the Economic Adviser, and overall supervision of the Senior Economic Officer, the Associate Economic Affairs Officer will assist the Co-ordinator of the OSCE Economic and Environmental Activities in carrying out his mandate as set out in PC Decision 197 of 5 November 1997.

More specifically the successful candidate will carry out the following:

  • Assists in developing and implements OSCE economic activities, in particular with regard to fostering regional economic co-operation, promotes good governance, facilitates cross-border transport and trade, addresses the specific needs of the landlocked developing countries and improves the investment and business climate
  • Provides assistance in formulating proposals for OCEEA economic projects and reviews project proposals submitted by Economic Officers/Mission member in the field
  • Develops agenda items and work programmes for seminars, workshops, training courses and similar activities
  • Maintains contacts with officials of international organizations, sub-regional initiatives, NGOs and business groups to identify activities for joint implementation
  • Shares and compares results of project analysis and findings to ensure co-ordinated programme development and implementation
  • Performing other duties as required
Necessary Qualifications
  • University degree in economics, political science or international relations; focus on development and/or transition economies is an asset
  • A minimum of six years of professional experience, including two or three years at the international level
  • Work experience in project development and management would be an asset
  • Experience in carrying out analysis and conceptualization
  • Ability to take initiative and work in a team, to establish and maintain external partnerships as well as effective working relationships with people of different national and cultural backgrounds whilst remaining impartial and objective
  • Ability to operate Windows applications, including word processing and email
  • Excellent written and oral communication skills in in English; knowledge of another OSCE language, in particular Russian, would be an asset
  • Ability to work with people of different nationalities, religions or cultural backgrounds
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
