General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced degree in a relevant field


Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Excellent diplomatic and organizational skills
  • Working experience in research, co-ordination and liaison functions
  • Understanding of and ability to operate in the European diplomatic and security architecture
  • Professional fluency in the written and spoken English language
  • Relevant professional experience in public service and/or international organizations
  • Experience in analysis and reporting, as well as in drafting and clearing relevant correspondence, reports and policy briefs
  • Demonstrated ability and willingness to work as a member of a team and engage with people of different cultures and religious backgrounds as well as different gender and diverse political views while maintaining impartiality and objectivity
  • Proven ability to operate Windows applications, including word processing and e-mail
  • Flexibility and ability to work under pressure and with limited time frames


  • Familiarity with project management principles
  • Understanding of and ability to operate in the European diplomatic and security architecture
Tasks and Responsibilities

Under the direct supervision of the Project Co-ordination Officer and in co-ordination with the Deputy Head of Presence and the Chief Political Officer, the Associate Co-ordination Officer ensures that the Mission¿s planning and diplomacy is robust and properly informed by stakeholder policies and priorities. More specifically, the Associate Co-ordination Officer:

  1. Supports the Project Co-ordination Officer in ensuring that project and programme documents are clearly and effectively drafted, and consistent with stakeholder policies and priorities;
  2. Cultivates and maintains a network of working-level relationships with representatives of bilateral embassies and international organizations in Albania, with a particular focus on OSCE participating States or partners. Seeks similar contacts in Vienna and with key international partners;
  3. Builds and maintains an awareness of trends, developments and priorities in the policies of relevant states and organizations (and in relevant academic/public policy debate), with a focus on their impact on the activities and interests of the OSCE Presence in Albania;
  4. Maintains contact with other OSCE regional field operations, to promote co-operation;
  5. Shares the information gained from diplomatic contacts and from research with programme and project management colleagues and senior staff, to ensure that OSCE Presence in Albania planning and activities are properly informed by the wider policy and priority context;
  6. Uses the information gained from diplomatic contacts and research to advise senior staff on diplomatic priorities;
  7. Supports, with research, diplomacy and advice to senior staff, the reinforcement of relations with other international organizations and agencies in Albania (EU, Council of Europe, UN, etc.), identifying possible points of co-operation and partnerships;
  8. Supports the Project Co- ordination Officer and the Deputy Head of Presence in maintaining engagement, coherence and compatibility with the wider donor community in Albania;
  9. Performs other duties, particularly in support of presentational and political activity, as assignet.
