General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Significant experience in arms control, peace-keeping operations and/or other relevant areas of military-related affairs
  • Experience in negotiations and liaison with governmental and military authorities
  • Ability to compile and analyse information of a political-military nature
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Military officer of middle to senior rank with general staff education or civilian with university degree. Specific education and training in specialist subjects related to arms control is required

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Minimum of six (6) years of relevant professional experience, including experience working in international organizations and/or multinational formations on arms control related issues;
  • Knowledge of best practices in the field of arms control and of organizations working in this field;
  • Excellent knowledge of UN, OSCE or other relevant documents in the politico-military dimension and of the General Framework Agreement on Peace in Bosnia and Herzegovina (BiH) (GFAP);
  • Good knowledge of the security situation and of governmental, military, and security structures in BiH;
  • Practical experience in Project Development and Management;
  • Proven ability to compile and analyze reports of security related nature, particularly in the area of arms control;
  • Computer proficiency;
  • Professional fluency in oral and written English;
  • Good inter-personal skills with the ability to work with objectivity and impartiality in a complex political and cultural environment;
  • Demonstrated understanding of the comprehensive approach to security and concept of inclusive security, with demonstrated experience promoting them in practice.

Desirable:

  • Some command of Bosnian/Croatian/Serbian.
 
 
 
 
Tasks and Responsibilities

Specific duties include:

  • Co-ordinating Mission activities and support related to Arms Control;
  • Monitoring, analyzing and advising on BiH implementation of its commitments reflected in OSCE and UN Documents and related OSCE Forum for Security Co-operation (FSC) decisions pertaining to Small Arms and Light Weapons (SALW) and ammunition. Promoting these commitments and OSCE principles in contacts with various stakeholders and partner organizations;
  • Developing and implementing projects aimed at reducing the number of operational BiH non-prospective ammunition and weapons storage sites, upgrading those identified as prospective sites, and improving ammunition stockpile management. Monitoring general BiH progress in this area for reporting purposes;
  • Monitoring and analyzing the process of disposal of surplus weapons and ammunition in BiH;
  • Assisting and advising the Head of Security Co-operation Section and other staff, as necessary, on all matters pertaining to arms control and related Mission assistance;
  • Liaising with EUFOR, NATO-HQ Sarajevo, EU Delegation and UNDP Office in BiH regarding arms control matters as well as with embassies of the participating States in Sarajevo as required;
  • Liaising with relevant points of contact in the OSCE Conflict Prevention Centre (CPC) and the OSCE Missions in the region;
  • Co-ordinating and facilitating various seminars, conferences, working groups, etc;
  • Representing the Mission and OSCE in various arms control related meetings, working groups and forums;
  • Providing professional guidance for and tasking of the Arms Control Project Assistant, to include support provided to the PERSREP and his plan for the handover of responsibilities to the Parties;
  • Reviewing  and approving the work of the Arms Control Project Assistant before it is forwarded to the Head of Security Co-operation Section, office of the Head of Mission, and externally;
  • Preparing inputs for all programme management documentation and reporting required for arms control related subjects and activities;
  • Providing briefs on arms control related topics to internal and external audiences as requested and as assigned by the Head of Security Co-operation Section;
  • Responsible for ensuring cost effective use of project funding to maximize the benefit of OSCE¿s support to Bosnia and Herzegovina, implementing additional cost saving measures and those aimed at increasing long-term project impact.
  • Ensuring activities are implemented with a view to upholding the OSCE Gender Action Plan and with a view to the inclusive and comprehensive approach to security, encouraging balanced representation of the genders and various social groups and security actors;
  • Performing other duties as assigned.
