General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses in relevant field and specialized subject area

Experience:

Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Proven work experience in a recognized law enforcement agency in diverse policing roles including uniformed  policing, border policing and criminal investigations (with emphasis on transnational threats, cross-border issues and organized crime
  • Proven project management experience, in particular projects and/or activities to prevent and combat cross-border crime, including addressing conditions conducive to illegal smuggling and trafficking of human beings, both nationally and regionally
  • Demonstrated facilitation, coaching, mentoring and mediation skills
  • Advanced problem-solving and decision-making skills
  • Effective oral and written communication and presentation skills
  • Ability to work on own initiative and with minimum supervision
  • Flexibility and ability to "multi-task" and work under pressure and with limited time frames
  • Ability to operate Windows applications, including word processing, e-mail, and presentation software (e.g. PowerPoint)
  • Cultural sensitivity and judgment with ability to establish and maintain effective working relations with people of different national and cultural backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity

Desirable:

  • Previous working experience with an international organization and/or experience in field missions  in the field of police reform and training
  • Proven project management experience, in particular researching, developing, implementing and monitoring projects with a focus on migrants, refugees, asylum seekers and displaced persons
  • Previous management and supervisory experience and experience in human resources and police training, especially in the field of illegal migration
  • Knowledge of the local language or most common lingua franca spoken in the mission area;
  • Negotiation/mediation experience
 
 
 
 
Tasks and Responsibilities

Under the overall guidance and direct supervision of the Chief of the Police Development Unit, the incumbent will be responsible for activities within Host Country Sectors for Internal Affairs and other respective counterparts and will be tasked with:

  1. Assisting counterparts in identifying and analyzing emerging security issues of relevance to the subject of migration/refugee security; preparing early warning mission reports; and assisting in the development, implementation and evaluation of action plans and outreach; conducting research and drafting programme and project proposals;
  2. Supporting the development and implementation of the migration/refugee policy of the Mission, including monitoring and evaluating Host Country projects and activities covering a wide range of topics, including reform of relevant legislation;
  3. Serving as the contact point for requests relating to the implementation of OSCE/OSCE Mission to Skopje commitments on migration/refugee security and co-ordinating all Mission related activities; developing a network of focal points within the Mission; organizing, facilitating and participating in regular internal co-ordination meetings; developing recommendations and providing substantive input and analytical reports for senior management through the approved Mission channels of communication;
  4. Supporting the strengthening of compliance with OSCE commitments and ensuring that international human rights standards, principles of police ethics and gender mainstreaming are incorporated into all activities related to the treatment of migrants, refugees, and displaced persons;   
  5. Analyzing and monitoring related public policy, legislation and practices in the Host Country taking into account human rights, freedom of movement, police practices and good governance aspects to identify areas for improvements/remedial action and to provide recommendations to senior management on follow-up action;
  6. Developing and maintaining contacts with partner organizations, migration experts, international organizations and specialized agencies of the United Nations dealing with migration issues and the Council of Europe, as well as civil society and NGOs to implement migrant/refugee-related programmes/projects and develop new areas for co-operation;
  7. Organizing, facilitating and participating in various fora relevant to the issue of migrants/refugees; providing briefings and reports in accordance with standard Mission procedures and guidelines;
  8. Representing the Mission at national and international conferences, co-ordination meetings of international organizations and other events on issues related to the migration/refugee security portfolio;
  9. Providing technical assistance and capacity building, facilitating the exchange of good practices and lessons learned as appropriate;
  10. Networking with similar human rights protection organizations and institutions and independent experts to exchange information, co-ordinate activities and implement common programmes related to preventing and combating trans-national threats and cross-border and organized crime;
  11. Implementing or assisting in the implementation of other projects and initiatives in response to needs identified by the OSCE and national and international partners, within the framework of the Mission's mandate and available resources;
  12. Co-ordinating activities and projects with other sections of the OSCE, notably the Transnational Threats Department and the Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings;
  13. Performing other related work as assigned.
