General Minimum Requirements

The general minimum requirements for working with the OSCE are:


  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:


  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:



Advanced degree in a relevant field



Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Progressively responsible experience on anti-terrorism issues gained in civilian and/or military sectors
  • Excellent knowledge of issues pertaining to anti-terrorism policies, methods, challenges and best practices, including public-private partnerships
  • Knowledge of human rights implications and international protection mechanisms pertaining to the fight against terrorism
  • Professional fluency in English, proven ability to communicate clearly and concisely, and to write analytical reports in English
  • Excellent drafting, analytical, communication and presentation skills
  • Working knowledge of Russian (i.e. ability to conduct meetings without interpretation)
  • Ability to establish contact and maintain constructive relations with government officials, international organizations and civil society in the host country
  • Flexibility and ability to work under pressure and within limited time frames
  • Cultural sensitivity and judgement
  • Experience of identifying and managing anti-terrorism-related projects, including the project design, budgeting, implementation, monitoring and reporting phases
  • Demonstrated organizational and management skills
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity
  • Flexibility and ability to work long hours under pressure and to strict deadlines, with the ability to take corrective action
  • Ability to operate Windows applications, including word processing and e-mail



  • Experience of working in international organizations, operational Missions or governments
  • Experience in liaising with governmental and non-governmental organizations
  • Experience of working in Central Asia and/or knowledge of the region
Tasks and Responsibilities

Under the direct supervision of the Senior Political Officer, the Adviser on Anti-Terrorism Issues:


  1. Monitors and reports on terrorism-related trends and developments, in Kyrgyzstan and the wider region;
  2. Provides analysis of terrorism-related threats and challenges;
  3. Establishes and maintains effective working relationships with Kyrgyz official structures on combating terrorism;
  4. Establishes and maintains contact with anti-terrorism experts within think tanks, academia, and civil society;
  5. Establishes co-operation and co-ordinates activities with other international partners in Kyrgyzstan;
  6. Monitors the status of domestic anti-terrorism legislation and attitudes towards anti-terrorism;
  7. Liaises closely with the OSCE Secretariat's Action against Terrorism Unit and OSCE/ODIHR's Anti-Terrorism and Human Rights Adviser in the identification, design, implementation and reporting of projects and/or activities in the field of anti-terrorism;
  8. Develops, implements, monitors and reports on anti-terrorism-related projects;
  9. Organizes seminars, workshops and training courses as required;
  10. Supervises support staff;
  11. Performs other duties as required.
